** THE COURSE WILL BE TAUGHT IN ENGLISH **
** This is a PhD-level course. Students are expected to have well-define research ideas in mind. **

The optimal design of any policies requires evidence-based assessments of both costs and benefits arising from the policies. This course aims to equip students with the knowledge and skills to analyze and evaluate the impacts of agricultural and environmental policies with modern program evaluation tools. The course will first “review” the most widely adopted causal inference strategies: difference-in-differences, synthetic control, instrumental variable, and regression discontinuity design. The first half of the course concludes with overviews of cost-benefit analysis and nonmarket valuation methods. In the second half of the course, students will delve into empirical research papers that address various aspects concerning agricultural policies. Topics will include, but are not limited to, the food-water-energy nexus, food poverty, climate and agricultural production, and rural development.

Prerequisite knowledge in econometrics, causal inference, and environmental economics is recommended to fully benefit from this advanced course. Students should be comfortable with data analysis using Stata (or R) and have a basic understanding of agricultural and environmental issues. 

課程目標
Throughout the course, students will engage in hands-on exercises and projects using actual data to evaluate the impacts of different agricultural and environmental policies. By the end of the course, students are expected to acquire the necessary skills to assess policy effectiveness, quantify policy impacts, provide evidence-based recommendations to inform decision-making processes, and understand the limitations of program evaluation. 
課程要求
In-class participation: 20%. Students are expected to actively engage in class discussions.

Paper review: 30%. Students are required to lead the review of one empirical paper in the selected topics covered in the course.

Term Project: 50%. Students are required to conduct an original project evaluating the impacts of a particular agricultural or environmental policy or program. The deliverables include a presentation of the project and a term paper summarizing the research question, data and empirical method, and results. To support the students for better preparing the project, students are expected to submit a project proposal by week 8.
